Adds dbPermissionStore/ensureAuthzTables/authzMigrationSql, backed by _wrn_authz_assignment and _wrn_authz_grant tables, plus a ./db subpath export. Passes the identical 19-test store-conformance suite the memory adapter passes, including tenant-scope isolation.
