chore(vscode): prepare 0.8.9 marketplace release

Bumps the extension past the published 0.8.8 so the apis { } editor
tooling can ship: highlighting, api. completion and hover, the api=
attribute, the repositioned removed-block diagnostics, and the fix for
the spurious "Cannot find name 'api'" error.
